This Request for Proposals (the “RFP”) is an invitation by the Regional Municipality of Niagara (“Niagara Region”) to prospective proponents to submit proposals for Implementation of a Region-Wide Next Generation 911 (NG9-1-1) Solution Including Managed Services, as further described in Section A of the RFP Particulars (Appendix B) (the “Deliverables”). 

It is the intent of this RFP to procure a new mission critical Call Handling Functional Elements (CHFE) / Call Handling Solution (CHS) that will replace the current E9-1-1 equipment.  The Region is seeking proposals from qualified organizations that can offer an integrated solution to implement a new region-wide, standards-based, integrated, platform architecture Next Generation 911 (NG9-1-1) solution that includes a managed services on-premises host/remote call-handling platform capable of handling all five (5) PSAPs operating in the Region.

The replacement solution should be a Commercial-off-the-Shelf (COTS) solution that is based upon NG9-1-1 best practices and the NENA i3 industry standards (with Canadian supplements). The turn-key solution will be a multi-agency and multi-disciplinary environment that is capable of serving all the PSAPs located in the Region. This RFP is open to locally hosted, on-premises host/remote systems that utilize the most recent emerging technologies to provide the best solution for the Niagara Regional Police Services (NRPS) and participating Regional stakeholders. 

The successful proponent will provide the software, hardware, and professional services described in the RFP.
