The Public Utilities Commission for the Municipality of Chatham-Kent is inviting proposals
for the services of qualified accurate, timely and financially responsible consulting
engineering services associated with completing a water and wastewater master plan (
MP).
The MP shall be carried out in conformance with the Municipal Engineers Association
Class Environmental Assessment, including requirement of in A2.7 Master Plans Ontario
Environmental Assessment Act (EA Act) October 2000, as amended in 2007, 2011 and
2015 and at a minimum will address Phases 1 and 2 of the Municipal Class EA process.
Under this approach the MP would be done at a broad level of assessment thereby
requiring more detailed investigations of the project, specific level in order to fulfill the
Municipal Class EA documentations for the specific Schedule B and C projects identified
within the MP.
The Municipality of Chatham-Kent is issuing a Request for Proposal (RFP) to engage
qualified consulting engineering firms in a competitive process to update the February
2024 Water and Wastewater Master Plan (Approach 1), incorporating Council’s July 14,
2025 recommendations of the PUC MP Review with a Growth Lens presentation. The
objective of this update is for the Successful Respondent shall review the 'green, yellow,
and red' projects identified in the Municipal VU Report and listed in the 2022 Water &
Wastewater Master Plan project list.
The selected consultant will be expected to utilize Chatham-Kent’s asset inventory to
identify sustainability-focused projects, assess the capacity and condition of current water
and wastewater treatment facilities, and provide business cases that justify the need,
timing, and cost of infrastructure investments, including fire flow requirements. The
planning process must follow the Municipal Engineers Association (MEA) Municipal Class
Environmental Assessment process for Master Plans, including public and online
engagement through open houses and presentations, to ensure transparency and
community involvement. A schedule shall be developed across 5-, 10-, 20-, and 30-year
planning horizons to support prioritization within CK PUC’s 10-year capital plan, with a
focus on advancing shovel-ready projects for upper-tier funding.
The CK PUC would appreciate a response from your firm in the form of a proposal
identifying expression of interested, qualifications, relevant related experience,
company methodology, corporate philosophy and cost to successfully complete the works
associated with this project.
