Description: 

The Municipality of Chatham-Kent is inviting proposals for the Francophone Workforce Demand in Chatham-Kent gap analysis project. This project is a data and engagement-driven research project that will explore and identify the changing demand for the Francophone workforce in Chatham-Kent. The project will assess local labour demand resulting from the recent Provincial service mandates; identify current workforce supply; and outline opportunities for jobseekers, employers and workforce development (upskilling).
The Project will:
• Enhance workforce planning to meet immediate and short-term Francophone workforce needs, as well as provide a recommended action plan to build longer-term career pathways for students and local talent.
• Conduct data analysis on past francophone workforce demand and ability to fill vacancies, and comparative analysis on projected demand forecast based on Provincial service mandates under the French Language Services Act announced on December 9, 2025.
• Analyze data from a variety of sources, including, but not limited to, Statistics Canada, ChathamKentJobs.com, and Employment Ontario.
• Comparison of both Labour Market Information (LMI) and workforce development actions taken by comparable French-designated service centers to be included.
• Engage with Provincially-funded employers and non-funded employers seeking Francophone talent; St. Clair Catholic Districst School Board and other Chatham-Kent K-12 schools related to french-learning opportunities; local post-secondary schools; Employment Ontario service providers and the Windsor Regional Employment Network; local Chambers of Commerce; local French Community Centre(s); local Francophone Settlement Support Agencies; and Municipal Community Attraction & Promotion and Economic Development Services.
• Provide an outlook over a five-year horizon on local ability to meet Francophone workforce demands.
• Provide recommendations for local actions that will include opportunities for workforce development, from the high school level to second-career transitions, and targeted attraction needs through immigration pathways and regional attraction initiatives.
